BELGRADE, Jan 4 (Reuters) - The Serbian oil refinery run by NIS, owned by Russia's Gazprom Neft and Gazprom and sanctioned by the United States, will be operational on January 17 or 18 after it received a temporary operational licence, President Aleksandar Vucic said on Sunday.
